Couple of points. The US could not “return” Garcia if Ecuador didn’t want to voluntarily wish to “return” him. However, with extradition treaties, Ecuador is obliged to surrender Garcia to US custody for criminal prosecution.
Thus, the US is correct that it could not “return” a citizen of another nation but could force the citizen to be “returned” if facing a US criminal indictment.
I.E., the Dems are still wrong.
