It may not necessarily be corruption. Government agencies spend 100% (sometimes more) than their budget on the premise that if they do not spend it all, they may not get the full budget back next year. Not only is there no incentive to save money or cut waste – there is actually a disincentive to be efficient.
The problem is that with government, there is no bottom line. For many government officials, their importance is tied to the size of their budget – the bigger the budget, the more important they are. A budget shortfall does not really worry them; a budget surplus does. There is usually no monetary measure of performance except that all of their money is spent. This is why DOGE, Musk and Big Balls are so important.
And that’s how you get $20 million unaccounted for as well as grants to study the mental wellbeing of LGBTQ monkeys in areas of the world where there are no monkeys.
