Musk has described the federal gov’t in this way many times since he began with DOGE; that every single agency is highly resistant to fixing problems. I don’t remember the phrase he used — most recently at his presser with Trump on Thursday — but essentially no one who is in a position to make any positive, common sense changes would rather keep to the status quo. I think it’s the gov’t way of maintaining a plausible barrier to actually doing their jobs well, as well as an intentional path to fraud.
