Arrests are a start. Really only meaningful if it results in deportation.
The money laundering is probably a much bigger deal.
Don’t just fine the businesses, arrest those responsible for hiring the illegals.

In addition to competing with Americans for jobs, housing, and taking federal/state monies intended for Americans, they are sending “remittances” back to their home countries by the boat loads. Little has been said about the billions and billions illegal aliens take out of circulation by not spending their pay here. It’s no exaggeration to say how much this scheme props up the economies of their native countries. This is why one home often has several families or a whole lot of single men living in it.
