Well, the best liberty-minded men of the late 18th century did the best job every of writing a constitution to limit the size and power of govt.

Our system only works when honorable men are elected and appointed.
There are no more honorable men in gov’t. – they’ve entered the trades and business, science and engineering – believing, mistakenly, that the people will get what they want and deserve.
It’s big enough that it can’t be properly monitored, so we need to whittle it down to a manageable size and get rid of most of the lawyers and all of the freeloaders.
What would we end up with, 24 people maybe?
