Enough Governors agreeing WOULD bring about a quorum of Senators, regardless of party affiliations. A Quorum of Senators is all that is legally required.The right to withdraw from the union is the same process most states followed to enter into this contract, state-based secession conventions. It was a different era then. Attitudes of bottling up central government are much more prevalent to day than states rights were then. You must also take into account that we’re divided not by state but by population centers vs rural and the rural surround all the population centers.

Yes it was a different era. The States were much more autonomous and self-sufficient prior to the Civil War than at the present time. Also, today’s attitudes of bottling up central government do not equate to a desire to eliminate central government. Any State that leaves the Union today will be in the same position as a four-year old running away from home: “OK, so you left the house and made it all the way across the street. Now what are you going to do?”.

I don’t believe the military would move against the states. I don’t know about other states but Texas has a formidable National Guard and we would not take kindly to federal assaults.
