CA flouts its own enviro laws, Sacramento county threatening multi-million-dollar suit

FOX: Sacramento County is threatening to fine Caltrans millions in taxpayer dollars for drilling hundreds of wells over a period of decades in violation of laws aimed at protecting groundwater, records show.

The county set the possible fine at as much as $5.23 million per day to locate and follow proper procedures for a fraction of the wells — the most extreme measure thus far in a long-running jurisdictional spitting contest. The county says the state should have obtained permits, licenses and inspections for 523 narrow wells drilled from January 1990 to May 2014, according to a notice of violation obtained by CalWatchdog.

The wells, four to six inches in diameter, are used to monitor geological conditions and water levels for safe building purposes. State water laws are aimed at making sure the holes, which can extend hundreds of feet into the ground, don’t allow for untreated stormwater or hazardous chemicals to pollute groundwater, which the holes often intersect with.  more

  1. This is just a typical government circle jerk. The agencies extort money from each other, enabling them to give money to lawyers that in turn make donations to the pols responsible.
    In a sane world this would be considered money laundering and people would end up in jail.
    By the way, EVERY law that only has a punishment of a fine was created for this purpose. That is why nobody ever goes to jail for breaking them, they only exist to enrich the Kleptocrats.

  2. Lawyer reaches into state official’s left pocket, removes money. Keeps “small” fee for handling same said money. Now puts remainder of money into same state official’s right pocket. There. Job done.

  3. I know someone who has a business in Sacramento that involves Zn plating. There is no way for him to keep from being fined since the permissible levels of Zn in the city’s drinking water is higher than the permissible levels of Zn in run off going into the storm sewers.

    Yep, it’s literally against the law to put tap water into the storm sewers there.
