If their parents wrote down their dates of birth by whatever calendar, that would not change their ages. All that officials would have needed to do was convert the Hijri date to the Gregorian date, which is not a difficult thing to do, in order to determine their ages. And if the parents wrote down their ages according to the Hijri, rather than the Gregorian, calendar, they would be listed as older, not younger, than they actually are, because Hijri years are shorter.
Thus it is likely that something else is going on here. In Islamic law, non-Muslims have the duty to provide for the upkeep of Muslims. British jihadist Anjem Choudary said in February 2013:

Muslims encourage muslims to lie for gain or to get voted for. Silly Rabbit, ethics are for non-muslims!
This must be a Swedish to English translation problem. Nobody can “swindle” what was stolen by “extortion” from a third party.
