Pretty sure Portland LE have access to a variety of solutions to this problem in 9mm, 40 caliber, and 12 gauge. They just lack the political backing to actually use them. It’s pretty chilly this time of year too, so even fire hoses would be effective since they’ll need to clean up the mess the terrorists made anyway.
