The moratorium went into effect on October 25 as the California ports became a crowded parking lot for cargo ships. I am in Savannah Ga right now. The port here is running full speed 24/7 loading rail cars and trailers. The port approved truckers are pulling into the yard, checking in for empty trailer drop location, loaded trailer pickup location, and then getting it all confirmed at a stop just before they leave the yard. A very efficient operation.
