A great term I heard somewhere is “the homeless industrial complex”.
Most of money for govt program goes to govt workers, which is why govt programs rarely work as intended.
No need for an audit because I can tell you what’s happening to the millions of dollars every year as the homeless problem keeps growing. It’s mainly going to the 501-c-3 scam artists brought into the picture to solve the problem. Many of their people are 5 & 6 digit salary people. For them it just wouldn’t be a good thing to kill their gravy train by actually doing what they are supposed to do; solve the homeless problem. What is happening is called “corruption”.
