Is no intention of building any useful wall. The money is dedicated to wall and joe said they would not let it be redirected, so first get rid of the existing material next draw down the money,s with new Biden grade contracts. All right money is gone so that when someone interested in continuing the wall they will be restarting from scratch.
They probably sold the materials to some scheister at 10 cents on the dollar who will now sell it back to the citizens for full price. Of course the “big guy” gets 10%.
