Seems a call for unanimity on the war for the aim of not giving comfort to our enemies. At least in public. Unlike today.
Most things in life its not 50%+1 but rather 33%+1 are “for” a thing. 1/3 against, 1/3 no opinion. Today’s politics its a very amplified 1-2% that seem to get their way.

Since the horrible and Unconstitutional Alien and Sedition Acts, government has DEMANDED silence from anyone who would dare question their motives or their agendas in waging wars. Given the ACTUAL reasons for most of our wars (including WW2 and FDR’s active provocations of Japan to get us involved so his bankster and arms merchant friends could profit), that should come as no shock.
