Hearsay: 10 or so years ago a tornado hit the ede of town in ND. A week or so later FEMA shows up. FEMA staff: “we dont know what to do, you guys have it all cleaned up and are only asking for reimbursement.”
FEMA’s failed premise is that they will “own and control” the response resources. Their only function should be coordination of existing resources from afar to get them to an effective position or at least let the people on the ground know what is available.
The governmemt isn’t going to save you. It can barely get out of its own way.
