To hell with qualified immunity protecting them from civil liability, every last elected and appointed official needs to be charged with criminal conduct and prosecuted. What is in evidence of goes way beyond negligence, it goes well beyond gross negligence it is gross criminal negligence and each and every last one of them needs to face consequences that includes life imprisonment.
