Originally the bill did tax two innertubes tied together. On July 15 they changed the definition because of the outage from the public.
Having multiple tubes tied together is way safer..

Two or more tubes plus a noodle qualifies under the statute as a yacht and triggers the luxury tax. There are however provisions that allow politicians and high-level government officials, their friends, family and campaign contributors to obtain an offshore registration that exempts them.
Give gov’t a feeble excuse and it will stick its unwanted schnozz into every crook and cranny of the people’s lives.
