It is waaaay past time for ALL of those set-asides to end.

It is known as WOB/MOB and it is absolutely filthy with corruption and it infests every last project that has even a dime of State or federal money funding it. That is part of the reason why one single curb ramp costs $17K and federal ADA guidelines now mandate 2/corner or 8/intersection at a cost to the taxpayer of $128K to put curb ramps around an intersection that doesn’t have them. The private sector can do them for $1,500-$2,000 each and make a profit doing them.
I’ve been in government contracting for 20 years and this is considered normal.
To add to what The Mule said; as a contractor when my business broke into government contracts, many of my competitors had woman, disabled, black, military veteran, as many of those categories as they could listed as the principal of that company. Checking those boxes gets bidder preference. The more boxes checked, the more preference.
The way to solve this is for fedgov to eliminate all preferences. There is so much graft in govt contracts. Even though it took years to get onto the list of contractors, I pulled the plug after two years. I wouldn’t play all the games.
