The last Civil War was fought over states rights, the States created the Federal Government, not the other way around.
The Fuds were never granted authority over elections. That is exclusive state authority.

…but they don’t, really. They don’t dodge ANYTHING, they simply take what they want, say “the law is what we SAY it is!” and dare anyone to challenge them.
The Republicans as a group…don’t.
And those few individuals that do are blown off be Democrat courts and lawfared into oblivion.
Although the Democrats will just flat-out kill them if they persist.
…nope, there’s no artistry or talent to the “dodge”.
Just brute force.
…and give the devil his due, so far, it’s working for them like a treat…
Extirpates: The “right” the Confederate states wanted was the “right” to deny some people their unalienable right to liberty. Slave states never had the “right” to deny its citizens their God-given rights. Does your state have the right to make YOU the property of someone else?
Somehow I doubt it will keep democrats from stealing another election.
