No duh.
The fact that Ice agents even feel the need to repeatedly point this out makes my head hurt.
A lot of it also comes via the mail from China. The USPS needs to stop subsidizing Chinese mail. Charge them the full rate, not the third world rate. That will stop a lot of the Chinese e-commerce packages and make it a lot easier to inspect the remaining packages from China.
