The bill’s authors estimate that approximately two million, or nine percent of the state’s 23 million vehicles are 20 years or older, a percentage that the authors claim is five times the national average.

Really? “Gross polluters”? If I remember correctly (a Libtard’s worst nightmare, a conservative with facts and a memory), CA approved automobiles were already the cleanest in the US. Cars that were inspected and registered in CA had to meet the automobile manufacturer’s special ultra-tight CA emission standards. And cars have to be registered and inspected and “certified” every year. So where are these “gross polluters” coming from?
Sounds more to me like a special request from the auto dealerships, not enough people are buying their new and “improved” overpriced plastic crashable burnable rolling junk. So what’s a dealership to do? Get the state Kongress Kommissars (or whatever they call themselves) to ban the older, perfectly good, paid off, autos, to force people to buy the new stock and incur new debt that they can’t afford.
Also, (at least here in My State) when a car reaches 25 y.o., it achieves “Classic” status, with reduced emissions inspections and tax requirements. And when a car reaches 50 y.o., it becomes an “Antique”, with even less/no emissions requirements and taxes.
Trust the CA state Kongress Kommissars to tax everything in sight, even if it means getting rid of the beautiful autos we’ve all grown up to appreciate and love.
Not only that B Woodman, but the newer cars have tracking devices that the older cars don’t have.

And from where, pray tell us, will the majority of these new required cars be manufactured and/or assembled and by who? Whom?

Written on pollution data from 2011 for cars 1992 and older is going to change the data for a bill enacted for 2017, maybe? Targeting for low income or people with disabilities. Perfect, so they get $2000 for their car, save $1200 per year in fuel (15 mpg vs 30 mpg), all for the low low price of $400 per month on a 8 year subprime 15% loan. Yeah, this won’t have any unintended consequences at all!

“what.will.they.do?”, you ask? It’ll take a while, so just wait. They’ve been honing the fine art of ratcheting down for decades now, and tech has accelerated the effort amazingly. Try to renew your registration. Try to get your license renewed. Go ahead. Don’t pay your tickets/fines? File your taxes. You’ll get a state penalty with interest slapped on top because you dared defy your betters/sarc. Nice business license you’ve got there. Don’t own a business? That’s OK. We know where you bank. And if enough people in an area attempt to make life difficult for a town or county, the various mechanisms in place – councils and committees – will find a way to drill down and make it very personal. California and other locales are top-heavy with chekist wanna-be mouth breathers.

Those cars are emissions tested every two years unless they are over 40 years old. So the pollution argument is bogus.
The purpose of this is to prevent the poor from driving. The current program pays $500, so getting a car that can pass smog tests for $800 is easy. With this new program that floor will jump up to $2200-2500.
Punishing the poor is a favorite hobby of democrats.
My car is 13 years old and has 52K miles. My mom’s car is approaching 25 years old with 114K miles. In our state, her car will attain “Antique” status in October and will no longer require emissions testing.
Run the math. You have an old car and the state wants to pay you a paltry sum to turn it in. Where are you going to come up with the additional $$ to replace the old but well-running car?

BTW — When we lived in CA, we had to pay a one-time “entrance fee” on our cars because they were brought in from another state and didn’t have the CA emission system. $400 per car. They weren’t so much concerned about the emissions as they were with making more money.
I have a 68′ Pontiac Firebird Convertible 400, registered in Kalifornia, and I have received many, many letters over the years from the State apparatchik offering to buy my junker. Fuck em. Same ole, same ole.
