Here is my theory, based on no particular facts at hand; this was an affirmative action hire who was not qualified to be a cop. After getting passed from FTO (field training officer) to FTO with absolutely shitty evaluation reports, Angel figured he was not long for this job and decided to fake this shooting in the hopes of a medical settlement from the county. A disability rating would at least provide a paycheck.
Of course, he needs to go to jail. And what a black eye for the LASO, hiring dubasses like this.
