I’m sure blackmail, bribery, and extortion take place all across DC, but, IMHO, most politicians are just too damned lazy to read Legislation – and the “leadership” of both wings of the Uniparty send out summaries with “vote for” or “vote against” prominently displayed. Since the pols haven’t done any research, or even read the bills, and unless they have a Legislative Aide who is really on the ball, they vote as suggested.
Bribery usually comes in the form of “you scratch my back, I’ll scratch yours” based on the skim all Legislation produces.
Extortion and blackmail are probably reserved for those who waver, or buck the “system.” And yes, most likely the FBI provides the evidence on which the extortion and blackmail are based (though the CIA and NSA probably contribute).
