You don’t need voter rolls if you require that voters register for every election. Open up registration for one week starting two weeks before election day. Once you’ve identified yourself satisfactorily at registration, you get your left thumb dyed purple. On election day, only those with purple left thumbs get to vote, and after they cast their ballot, they get their RIGHT thumb dyed purple.
