KSTP reports that during a road rage incident on Interstate 94 in Minneapolis on Sunday, 47-year-old George Howard shot and killed 38-year-old Luis Damian Martinez Ortiz. There is video of the shooting and Hoawrd has been charged with second degree murder. more
