A driver in Atlanta named Langston Proper spotted what appeared to be a hand or body part hanging out of a budget rental truck on a busy highway. Proper promptly contacted law enforcement, recording the incident on his phone while cautiously following the truck from midtown Atlanta to Gwinnett County, near Lake Lanier. more
