There are tens if not hundreds of thousands of fed desk jockeys with that capability. Warrants are only to establish a trail for a court case. The feds can wreck your life, ruin your credit, attach your bank accounts and place liens on real property without need of a court.

Multi-letter clearance (people I went to school with and teachers asked me later why the FBI was asking them questions about me), own (legally) automatic weapons and silencers, HAD a blasting license (that didn’t survive 9-11 new regs), consult with Military and civilian EOD, and various and sundry professional certifications in interesting areas.
