The root cause is that taxpayers are outnumbered by they who contribute nothing to the public treasury. It’s high time that only the contributors have any say in how THEIR money is being spent.

Here’s my idea:
Buy 2 or 3 port-a-potties (< $1000 each). Make minor changes to them so that they can be encased in concrete. They'll be too heavy to knock over or steal (put a couple of lifting hooks in the top so they can be easily removed/replaced). It would take some effort to damage them enough where they could not be used, so they'd last a few months at least. Have some local artist pre-graffiti them. The plastic inside would be easily cleaned. Just bring a vacuum truck around in the morning to vacuum them out, give them a quick power wash, replenish the TP, and that's it. Probably less than $30,000 for the lot.
