    I don’t know what else to say. I started thinking about the “life cycle costs” of human beings that we are forced to pay. And why are we? She and literally millions liker are dragging everyone down.

    As for the “cite and release”, what’s the point of spending big money on arresting her for misdemeanors and infractions, when she’s only going to be let right out to continue. The alternative is a costly and pointless very short term jailing, housing and/or attempting to rehabilitate her, probably in vain.
