Of course it’s illegal to double vote, but that doesn’t mean it’s not easy to do. Simply maintain your old registry and get yourself registered in your new state.
Some very large states don’t even check with the other states to see if a person is registered there. Of course it helps if one of the states allows absentee voting weeks before the election if you don’t want have to drive back and fourth.
A few years ago we had campaign workers who stayed just long enough in WI to register, then moved on to the next state campaign. Democrats, of course. They could get away with it because we’re one of the states that doesn’t participate in Cross Check.
