There really isn’t much ability to ‘remain anonymous’ on the internet. Certainly not from any government agency and not much from a trained network professional even lacking a few of the tools the government has automated. The network has to know a device, know where it is in a deterministic fashion, to allow network traffic to be routed properly and the network is administered by people.
Oh, and wireless devices are actually the easiest to attribute to a particular individual.
