He or she may have had a number of others around them who agreed, but the will to act comes down to a single person. You and I have seen, many times (and we’ve thrown our frustrated hands up in the air over it), how it so often takes the right person, at the right time, talking to the right people, for a change to occur. It is confirmed for me, every day, that everything is in God’s perfect time. Everything.
