  3. Tony – because Social Security is treated as a fiduciary responsibility by law whereas Welfare is just free assistance (shit) that has no collections attached to it. Congress can say “it’s done” any time they want.

  4. I also think Tim is correct. Social Security’s promise to pay is not actually connected to the status of a “fund” that exists only in theory. And by the way, moving it to the General Fund happened in the 60’s.
