If Hegseth is bringing the Generals/Admirals in Command AND their Senior Enlisted Advisors to DC, I think this will be about Morale issues and Standards of Conduct within the ranks. Also Quality of Life issues in the services, as it affects Morale. Can’t imagine that many Generals competing for Quarters in DC for this … !

Honestly this sounds like the most likely reason.
I’ve never served, but the head of any organization is not going to pulls it’s decision maker, team leader, management, out of theater in a time of impending conflict. It’s an HR thing.
While everyone is hanging out at Quantico, back home, people are probably bagging up evidence, changing the locks on all the doors, and all of the system log-ins. This could get very interesting…
