Dad, just checked my ATF Form 4 from when I bought my last suppressor. Block 4 (b) under ‘Type of firearm’ does indeed have the word “Silencer”.

The use of suppressors on long guns are ineffective without altering the powder charge lower in the ammo. The powder loads are lowered to sub-sonic sized charges to make the sound suppression effective. Long gun suppressors are mostly just used on the larger calibers that will retain killing force by the weight/size of the slug. “Silencers” on large pistol and short submachinegun calibers, often .45 calACP, are very inaccurate beyond relatively short distances, and would not be a choice for a mass murder, particularly one who was an experienced hunter/shooter, even with the assistance of a terror cell in the difficult task of obtaining all the hardware, as the effective range of the weapon(s) are vastly shortened.
On the 32nd floor the guy could have carried several boxes of ball-bearings and thrown those out of the window, silently, only slightly less effectively than a silenced automatic weapon.
