I’d bet the farm the bicyclist was passing on the right and overtook the ambulance from behind as it slowed to make the turn.
…I dont know how the kids do it now with cameras and such, but a hi-cube ambulance has some pretty monstorous blind spots, particuarly along the sides and to the rear. You cant turn your head and look out the side like you would in a car because all youre going to see if you do that is your partner and the inside of the box. Yes they have large mirrors on the side, but when turning right you’d glance in it but mostly ypud be looking at where youre turning so if a silent vehicle suddenly rode up on your right the odds are that youre gonna miss it. You look more in the mirrors whe. backing and for lane positioning, you cant stare into it continuously when turning.
Returning to quarters there would be a guy sitting in the right seat, but odds are he’s either sleeping or (these days) playing on the phone and not looking either.
…so to recap, youd scan your mirror, then look out the windshield at where youre turning. As JDHasty said, the idiot probably rolled up as the ambulance was turning on its right in the stupidest way possible, as all bicyclist seem to believe that no traffic laws apply to them and this guy being an ancient version of one in a Democrat city probably has been ignoring traffic laws for quite some time.
…as for the billing, thats likely handled by a contract service automatically based on the squad report. I ran for a muni service that for many years didnt bill at all as taxpayers were footing the bill, but started billing towards the end of my tenure in a way they called “soft billing”. This meant theyd send a bill once or twice then drop it if it wasnt paid. I dont know if thats what these people do, but given where they operate, I wouldnt be surprised…
