I remember reading about “YUGE” levels of corruption, bureaucracy & political jockeying that prevented aid from reaching those it was intended for.

I pulled National Guard security at the Airport in San Juan in early 2002. I was amazed at the governmental graft and the bribes that were expected to get things done. PR is a prime example of what happens to a country when they are given constant handouts.
PR, Haiti, and similar places suffer not from an absence of aid, but an excess of corruption.
