In January 2017 just before Trump took office, (1) Obama et al. ended the moratorium on this research and (2) Fauci predicted that Trump would have to deal with a pandemic during his administration.
And recall the suppression of hydroxychloroquine and ivermectin etc. in favor of vaccines.

Our intuitions’ alarm bells were clanging at Full Alert! when this guy first stepped up to address the nation as one of the leaders of Pence’s WH Covid 19 Response Team. Every time he opened his mouth he reversed what he’d just said and denied his duplicity every single time. He’s an incompetent gov’t lifer who was given way too much authority.
