  1. The problem in recent years has been a nationwide catch and release policy that keeps drug trafficking networks effectively uninterrupted. Drivers and stash house managers have irritatingly often made public post-arrest declarations that they fully expected to be back to work in a few days. Sure enough, they were largely correct.

    Focusing on prosecuting immigration cases is heavily impacting these low-level traffickers, who make up the structure of the network. It is not ignoring the drug problem.
