  2. There is a simple way to fix FEMA. Whenever FEMA arrives at a disaster location? All FEMA personnel and 100% of FEMA’s resources are under the command of local authorities. FEMA MUST do what the local authorities tell them too. If they do not? They can be arrested and prosecuted by the local authorities. If they are arrested? They are immediately terminated. No more job. No more benefits. No more pension. In fact. That should be the rule for ALL federal government agencies and agents. You are ALWAYS under the command of local authorities.

  5. Assuming this is factual, then it would be important to know if this was an all points text. It look like it’s addressed to everyone on the ground.

    So. When it comes to gov’t corruption, everyone qualifies what they have to say about it by first saying that the rank and file are “good” people. Well, if this message went out to the rank and file FEMA people, then there was an extremely high confidence that no one on that text would object to skipping homes with Trump advertising.

    Have you seen the percentage of people in Delaware and surrounding D.C. environs who are registered Democrats? I’m unconvinced the rank and file are any less corrupt than their bosses.
