if the ruling elite have knowledge of aliens they will never divulge it, because their power structure over the population would disintegrate over night. interstellar space travel and communication would truly be the spark for universal individual freedom.
it is a very useful rumor in that it provides plausible deniability and or cover for their actions and the uncertainty keeps the population in constant discomfort which can then be tapped into for their nefarious purposes.
