It’s almost like the “Foundation” is some kind of front for a scam. But that can’t be; he is friends of Barry and Moose.
It’s a ponzi scheme. The $200 fee is collected from 1000 kids, but only 10 qualify.
If “Individual students only got between $1,000 to $2,500 each” and they had to pay $200 to participate, I don’t see the problem at that end. Not sure why a fee would be required for a scholarship though.
