The guy did everything right. Fairly well camouflaged; dark skin, dark clothes, against a dark background. He didn’t move. He was above head level.
But the inspectors were idiots for not checking the rooftop at all. How difficult is it to have a small two or three step ladder to be able to check the tops of vehicles?
It appears they are driving onto a ferry.
