You have to remember this is NYC. They are not feeding people they are feeding animals. You know like the warning signs at the Zoo. “Please don’t feed the animals”.

We had the same problem at the town I recently left (after 50 years). Do-gooder churches would feed the homeless at a city park, which would be swarmed with homeless, who would proceed to trash the park, leaving litter and garbage within steps of trash cans, and then sleep and deficate in the park while they waited for the next free meal. Taxpayers (who actually pay for the park) and their children couldn’t use the park (too dangerous), and the cops just looked the other way. This is what happens when progressives take control of a city.
