Buttigieg, being a member of the Dems nomenklatura, is beyond despicable. As a destructive administrator he was of the sort who in Medieval Britain would have been drawn, half hanged, emasculated¹, disemboweled, beheaded, and quartered. And then gibbetted.
However, in this case of the broken hotline, he deserves only secondary blame. The article plainly says that the maintenance of that comms facility is the responsibility of the DoD. There should be periodic tests of all comms gear especially that gear used for safety-related purposes. Dod and DoT both failed to do that.
