Pennsylvania Ramps to Nowhere Lead to ADA Compliance But Not to Sidewalks.

NBC Philadelphia- You may see them in your neighborhood. They are curb cutouts featuring red truncated domes. Each is designed to give people with disabilities access. But access to what? There are no sidewalks in some parts of Chester County.

Retired Temple professor Carol Marfisi who has cerebral palsy tells the NBC10 Investigators, the ramps do little to help her. Instead they hinder her independence.

Marfisi works with The Freedom Valley Disability Center. She had to be rolled down the side of the road to get at to a ramp to nowhere at Paoli Pike and Boot Road in East Goshen.

  1. This reminds me of the story I heard about the soviet chandelier factory that made their chandeliers out of concrete because the government dictated quotas were by weight. They weighed so much they couldn’t be supported by any ceilings they were intended to be hung from. That didn’t matter because they met their quota.

    Effectiveness, efficiency, efficacy – none of them are the issue.
    You are not required to evaluate. You are required to comply no matter the consequences.

    “Access to what” is not the point.
    They are doing something that probably makes them feel good…
    “helping” the handicapped. It doesn’t matter that it doesn’t make sense.

    It reminds me of a bank I was in recently where they had installed push-buttons to open the doors and a wheelchair-height ATM in the foyer, but there were about eight steps up to get into the building and no ramp.

  4. They are everywhere here in PA. If there is a street intersection there is a ramp. The corner of 5th & water has one and you can’t cross there. There is a no pedestrian sign embedded in the concrete. It’s the law that they be there. No ramp = lawsuit.
