In business when 1 party pays for a service and the 2nd party does not deliver said service, you are in default.
Party 1 either gets their money back with expenses if incurred or the 2nd party is ordered to deliver said services.
For example:
In a condo if promised services are not delivered the tenants may hire their own contractor and then bill the management group. (recovery of costs)
1) San Fran needs a tax revolt and should sue for services not delivered. (refund)
or
2) They should hire private contractors and bill the city for the work.
Watch how fast the city starts to move when the are paying real contractors.
