There is something about mayors that seem clownish in their outright corruption. I think there was a Chicago mayor who actually boasted about being corrupted by Al Capone and other gangsters.
Kwame Kilpatrick had the Watne County business permit office sell tickets to his fundraiser dinners. Business owners were expected to fold it into their cost of doing business.
