What he has is a mental disorder.

SCR: To expand on what the lovely Mrs. said, in the lower mainland only Vancouver, Delta, New Westminster, and Abbotsford have municipal police departments. Everyone else uses the RCMP, although Surrey is seriously working on starting their own department. Yes it is a bit disconcerting that police services are provided by the national government.
