Well, to be fair, Joe has a lifetime of experience with complete incompetence and would be the person to recognize it elsewhere.
If you watch the clip closely, look at how proud he is of himself for his job leveling the playing field between whites and those poor, stupid, incompetent, and incapable blacks (Joe’s thoughts, not mine).
