Allowing departed personnel to retain their clearances is absurd. Why would we allow a civilian — who may have left service under a cloud — access to anything requiring a clearance, anyway? That’s just stupid. Who made that a law?
When our military members leave service, they don’t keep their clearances. I know I didn’t keep mine. Also, there is supposed to be a “need to know” attached to access regardless of security level. No one is enforcing that, either.

Mr. John, I, as a born and raised American, am gravely worried about Washington’s intelligence professionals, as you have mistakenly implied that you include all of them. Some people like James Comey, Peter Strzok, Lisa Page, Sally Yates and a long, long list of other questionable DOJ and FBI clansmen should clearly not have or retain any security clearances ever again. Mr. Brennan your name is also in the list, very near the top, I note here.
